This service enables couples to register and book their legal marriage in Rwanda, ensuring they are officially married by the law and that their marital status is formally recorded in the Rwanda Civil Registry System.
Registration must be completed at least 23 days before the civil marriage date. The civil marriage will take place at the sector office or the Rwandan embassy selected by the couple, which must be the residence or domicile of at least one of the applicants.
This service is offered by the Ministry of Local Government (MINALOC) through the IremboGov platform.
What do you need to know before applying?
You must have an Irembo account. Click here to find out how to create an account on IremboGov. If you are unable to do so, please visit the nearest Irembo Agent for assistance.
One of the applicants must have a Rwandan National ID
A Rwandan National ID number for nationals (e.g., 119xxxx…)
A Rwandan Refugee's National ID for Refugees (e.g., 219xxxx…)
A Rwandan foreigner's national ID for foreigners (e.g., 319xxxx…)
Note: The other partner should have any other Travel document or Identification.
Applicants must provide a valid phone number, email address, or both to track their application status and receive notifications from the service provider.

Scenario 1: If either the husband-to-be or wife-to-be falls within the following age category, the following requirements will apply.
Scenario 2: Depending on the day selected for the marriage, the applicable fees will differ
Steps on how to apply for a marriage declaration:
Visit www.irembo.gov.rw and click on Log In to start applying for this service.
Under Family, click on Marriage Services.
On the dropdown, choose the “Marriage Declaration” service.
Click on Apply to start the application process
Enter the Marriage Details. The date of the marriage must be at least 23 days from today.
Fill in the wife’s and husband’s details, and they will be retrieved and displayed on the right side of the page.
Attach the required documents in PDF format. Attachments are conditional and depend on the wife’s and husband’s civil statuses.
Click on Next to proceed.
Verify that the information is true, enter a phone number and/or email address, check the verification box, and click Submit.
NOTE:
1. When the marriage is scheduled on Thursday, an application number (B2……) will be generated for tracking the status of the application.
2. When the marriage is scheduled on any other day besides Thursday, a billing number (88……) will be generated for tracking both the payment and the application status.
What’s next after submitting the application?
Step 1: After the application is submitted, your application will be sent to the Civil Registration Officer (CRO) at the sector or the Embassy selected in the application process.
Step 2: You will receive an SMS or email notification with the appointment date to physically appear at the CRO’s office or at the Embassy.
Step 3: On the appointment date, bring:
Your IDs (both husband and wife-to-be)
Two witnesses for each, and their identifications
Any other supporting documents that the sector’s or Embassy office might ask for.
NOTE:
The appointment date occurs before the marriage date.
The CRO/ Embassy will provide all necessary information and guide you through the process leading up to your marriage date.
